EVALUATION OF THE NGO SECTOR IN GREECE

Abstract: 

Within the last decade, Non-Governmental Organizations (NGOs) in Greece have become very active in a great variety of sectors. However, their increasingly-felt presence has been coupled with a growing mistrust. Media coverage has questioned their projects effectiveness. Greek NGOs have been accused of self-interest, "hidden" agendas, bad management and corruption. Some studies have confirmed that Greek public opinion holds similar views. All these misperceptions have influenced negatively NGO effectiveness. As a result state funds and private donations have been wasted.

The main aim of this project is

  • first, to examine the validity of these criticisms;
  • secondly, to examine/analyze different methods of NGO evaluation and develop an all-inclusive approach;
  • third, to evaluate Greek NGOs according to different criteria (accountability, transparency, efficiency, etc.) and create an Index of NGO Credibility and fourth, to make a number of policy proposals on the Greek NGO sector.

Four research teams are involved and co-operate in eight different work-packages:

  1. Project Management & Academic Coordination,
  2. Theoretical approaches to civil society,
  3. An Atlas of the Greek NGO sector,
  4. Images of the Greek NGOs in the Media and public opinion,
  5. The international accumulated knowledge in evaluating NGOs,
  6. Development of evaluation criteria, tools & methodology,
  7. Evaluation of Greek NGOs - Greek NGOs Index,
  8. Dissemination.

The project will result in the development of an evaluation mechanism of NGOs based on the assessment of real data. Furthermore, an Index of NGO Effectiveness will be created. The research team's aspiration is that the project will result to better NGO management, easier and more effective fundraising and much better use of rare resources. The project will also contribute to relevant academic debates through the publication of a book, edited volumes and articles in peer-reviewed journals.
